Seats Available on Chino Valley Unified School District's Citizen's Oversight Committee

Current committee members' terms expire on June 30, 2008

Chino Valley Unified School District will have four openings on the Citizen's Oversight Committee when current committee members' terms expire on June 30, 2008. One vacancy is for a parent or guardian with a child enrolled in the District. The remaining three vacancies are for at-large members.

The purpose of the Committee is to "actively review and report on the proper expenditure of taxpayers' money for school construction" at least annually by issuing a written report concerning the expenditure of bond proceeds from Measure M approved by the voters March 5, 2002.

Committee members perform the following duties:

  • Review quarterly expenditure reports produced by the District to ensure bond proceeds are expended only for the purposes set forth in the ballot measure and no bond proceeds are used for any teacher or administrative salaries or other operating expenses
  • Present to the Board an annual written report which shall include
  • A statement indicating whether the District is in compliance with the requirements of Article XIIA, Section 1(b)(3) of the California Constitution

  • A summary of the Committee's proceedings and activities for the preceding year

In order to perform the duties, the Committee may engage in the following activities:

  • Receive and review copies of the District's annual independent performance audit and annual independent financial audit
  • Inspect school site facilities and grounds for which bond proceeds have been or will be expended in accordance with access procedures established by the Assistant Superintendent of Facilities/Planning
  • Receive and review copies of deferred maintenance proposal or plans developed by the District
  • Review the District's efforts to maximize bond proceeds in ways designed to reduce costs of professional fees or site acquisition, incorporate efficiencies in school site design, encourage joint use of core facilities and involve cost-effective and efficient reusable facility plans
  • Any committee requests for copies or inspection of District documents shall be made in writing to the District's Assistant Superintendent of Facilities & Planning

To qualify, applicants must:

  • Be at least 18 years of age and a citizen of the state in accordance with Government Code section 1020
  • Reside within the District's geographic boundaries

  • Not be an employee of the District

  • Not be employed as or by a vendor, contractor, or consultant of the District

The openings will be for two-year terms on the Committee. Chino Valley Unified School District serves 33,330 students in Chino, Chino Hills and Ontario. There are 36 schools in the District including 22 elementary (K-6), 2 fundamental (K-6 & K-8), 5 junior highs and 4 high schools and 3 alternative schools. Five elementary schools operate on a year-round basis. The District employs about 3,160 persons, making it one of the largest employers in San Bernardino County.
